At approximately 2 in the morning on Sunday September 13, the captain of the Virgo Transport 8 made his last communication. He reported the ship was listing badly in rough seas. Then the radio went quiet. By Sunday afternoon, rescuers had pulled 108 people from the water around an overturned hull. Six were dead. 129 were missing. The ferry was 37 years old. Passengers were sleeping in hallways. 89 vehicles were on board. The overnight crossing between two islands — the most ordinary journey in the most island-dense country on earth — had produced one of its recurring disasters. The investigation had not yet begun. The Watchdog Confirmed It

The Pentagon Inspector General released its first report on the Iran war on Monday September 14. Findings: munitions stockpile depletion confirmed. Hundreds of structures at US bases damaged confirmed. War cost estimated at $33.4 billion through June 30 alone — $22.3 billion in expended munitions. Hegseth told Congress in July the inventories were in very good shape. Trump called reports of shortfalls treasonous. The Houthis Struck Saudi Arabia. Saudi Arabia Postponed the Talks.

On Monday September 14: Houthis fired dozens of missiles and drones at a military airbase in Khamis Mushait. Saudi Arabia demanded the Iran-Gulf reconciliation meeting be postponed. Iran and Oman confirmed a Hormuz deal had been finalised. All three on the same day. The de-escalation Saudi Arabia wants and the escalation the Houthis are providing ran simultaneously. The country Trump threatened to blow up in May for trying to mediate has produced the most significant Hormuz framework of the war. The talks were postponed for the time being. The missiles landed. The Embassy in Oman. The Houthi Representative.

Over the weekend, US diplomats met Houthi representatives at the US embassy in Oman. The ambassador did not attend. Axios confirmed it on Tuesday. Trump told reporters he had heard from Iran directly — without elaborating. Direct US-Iran communication has not been publicly confirmed at any point in the 203-day war. All previous contact has been mediated. The formal diplomatic track is at the UN General Assembly this week. The actual diplomacy is in Oman, in a press conference without elaboration, in an embassy meeting room where the ambassador did not attend. Read it here

Reasonable Grounds

On Thursday, the International Fact-Finding Mission on Iran told the UN Human Rights Council that it had found reasonable grounds to believe the United States was behind two military strikes on a school and a sports facility in February, and that these strikes constituted war crimes. The Mission also found Iran committed crimes against humanity in its crackdown on protesters. The ICC that would examine this evidence is being dismantled. The IG confirmed the munitions depletion. Deep Concern

Negotiations at Bharat Mandapam ran until four in the morning. The New Delhi Declaration was adopted unanimously by ten BRICS members covering 41 per cent of global GDP. Its West Asia language: deep concern, maximum restraint, no named actors, no war mentioned. India authored it. Eleven days earlier, India had signed the SCO declaration in Kyrgyzstan condemning US-Israeli military action as a violation of international law. The 2025 BRICS declaration under Brazil had condemned the strikes directly. India’s 2026 declaration drops Ukraine for the first time since 2022 and offers Iran nothing stronger than concern. What a chair writes differs from what a signatory signs. The negotiations ran until four in the morning. The outcome deserved the sleep it cost. Read it here

Phase One Is Done

On September 15, Vance told the New York Post: ‘There are really two phases to this thing, and the first phase is done.’ Phase one was to destroy Iran’s nuclear programme, conventional military and ability to project power. The same week: CSIS published satellite imagery showing more construction activity at Iran’s Pickaxe Mountain underground nuclear facility in 2026 than any previous year in its history. Iran-linked drones struck Saudi Arabia’s East-West oil pipeline three days before Vance spoke. Iran’s proxy network continues to operate in Lebanon, Iraq and Yemen. The midterm elections are nine weeks away. Phase one is complete in the sense that the administration has declared it complete. The mountain does not appear to have received the declaration. Vance declared phase one done while Iran’s most protected nuclear facility reached peak construction. The Houthis struck Khamis Mushait while Saudi Arabia was trying to get to the table. US diplomats met the Houthis in an embassy in the country the US threatened to blow up. A ferry carrying 243 people capsized in the Java Sea. The world did not disappoint — unfortunately.

‘Extremely Skeptical’

JD Vance told reporters he was extremely skeptical that the United States struck a wedding in Sirik on September 1. He said Iranian state media has not been a very good scribe. Reuters, the BBC, the Associated Press and the Guardian had all independently confirmed, using Western weapons experts and physical evidence, that a US munition struck the house where the wedding was taking place. None of them used Iranian state media as their primary source. Vance’s scepticism was expressed after their investigations were published. The death toll has risen to five, including Amir-Mohammad Karimi, four years old. The investigation is ongoing. Read it here

The Bridge Over the Tumen

Russia and North Korea opened the first road bridge across the Tumen River on Monday. North Korean trucks crossed first. The bridge is named after the Soviet officer who saved Kim Il-sung from a grenade in 1946. Mishustin noted, at the same ceremony, the Korean heroes who fought shoulder to shoulder with Russian soldiers. The world was watching the Strait of Hormuz. The bridge carries 300 vehicles a day. The gesture of reduced exercises — Trump’s diplomatic offering to Pyongyang — was words. The bridge is concrete and steel. Read it here

Burnham’s First Act. The Consulate Closed.

Ed Miliband stood in Parliament and said what no British foreign secretary had said before: the British government agrees there is ethnic cleansing of Palestinians in the West Bank, perpetrated by settler terrorists. Twelve countries coordinated. Settlement goods banned. Israel closed the British Consulate in Jerusalem — the one that serves Palestinians — in response. Ben-Gvir suggested Netanyahu recognise Argentina’s claim to the Falkland Islands as a counter-measure. The G7 that watched the Iran war from the sidelines has found its first coordinated position on the conflict. It is not about Iran. It is about the West Bank. The word was ethnic cleansing. Five Tankers. The War Is Back.

Their names: Kaviz, Charminar, Horizon 1, Riesco, Derya. Five Iranian oil tankers struck and destroyed by CENTCOM on September 8 — the largest single day of Iranian tanker losses since the war began. Iran struck 18 missiles into Jordan. Jordan intercepted them all. Iran captured a US underwater drone and broadcast it on state television. Iran announced a maritime restricted zone extending from Chabahar into the Gulf of Oman. The war is not contracting. It is expanding its geography. On Friday, 2,983 names were read aloud at Ground Zero. The same morning, the US was 196 days into a war in the same region as the one those 2,977 deaths started. The Afghanistan the US left is governed by the Taliban it spent 20 years fighting. The Iraq rebuilt at $2 trillion produced ISIS. The Iran that went to the table in 2015 was abandoned in 2018 and went to war in 2026 with a Supreme Leader US intelligence now assesses as more inclined to seek nuclear weapons. The sacred cause of freedom has been defended for 25 years. The cause is not substantially closer. Amir-Mohammad Was Four

The analysis piece does what the Ledger piece could not do at 580 words: it names the pattern the Kuhestak wedding belongs to. At least eight US attacks on wedding parties between 2001 and 2013 — Afghanistan, Iraq, Yemen. Each followed the same sequence: state media reported civilian casualties; US officials expressed scepticism; independent investigators confirmed US munitions; an investigation was announced; the investigation produced no accountability; the pattern repeated. The Kuhestak wedding is the latest iteration. Amir-Mohammad Karimi was four years old. He is a specific child with a specific name, killed at a specific celebration, by a specific weapon that specific experts have specifically identified. The gap between those specifics and the vice president’s doubt is the precise measurement of what accountability looks like when power has no interest in it. Read it here

One Kilometre Across the Tumen

The bridge is one kilometre long. Behind it: 12,000 North Korean troops who fought in Russia’s war in Ukraine, a mutual defence pact signed in June 2024, a secret Russian programme to develop Iranian supersonic cruise missiles, a new North Korean destroyer commissioned the same week with Kim’s daughter present on the red carpet, and a US deterrence architecture that has been reduced — through exercise concessions and diplomatic overtures — to something considerably less than what it was. The bridge is not primarily a trade corridor. It is the infrastructure of an alliance built consistently and deliberately over four years. “THE BIGGEST OIL DEAL IN WORLD HISTORY.” The Country the US Captured.

Trump posted on Truth Social in full capitals. The United States had entered an agreement with Venezuela securing majority US control of more than 65 billion barrels of proven oil reserves. Negotiated with Delcy Rodríguez — Venezuela’s acting president, installed after the US captured and transferred President Maduro to American custody in January. The Venezuelan people did not vote for this arrangement. They did not vote for the capture. They did not vote for the interim administration signing oil agreements on their behalf. First They Have to Find the Plants

Arnold Dix is a geologist advising rescue teams in Nepal’s Trishuli valley. 933 workers are missing across 11 major hydropower projects buried by a glacial collapse. Dix described it to CNN: “Normally, they collapse and I’m trying to get people out. This time, they haven’t collapsed, but everything around them has, and I’m trying to get in.” Rescuers drilled into the mountain. They called out. They received no response. The Wedding Was in Sirik

A US military strike on September 1 killed four people at a wedding ceremony in Sirik, a coastal town on the Strait of Hormuz. Amir-Ali Karimi was four years old. Mohammad Mollahi was sixteen. Sixty-seven others were wounded. The war resumed after the MOU’s collapse with a new policy: tanker for tanker. The wedding in Sirik was not a target category under the laws of armed conflict. Iran Asked the ICC. The ICC Is Being Dismantled.

Iran’s Red Crescent asked the ICC to investigate the Sirik strike as a war crime on Wednesday. On the same day, Rubio extended sanctions against ICC staff. Neither the US nor Iran is a party to the Rome Statute, meaning the court has no automatic jurisdiction over either nation. The Red Crescent went to what remains of it anyway. On the same Wednesday, Israel’s Defence Minister asked Trump for support to permanently expel Palestinians from Gaza. Xi Jinping visited Cairo for the first time in a decade. NPR’s summary was fourteen words: it illustrates China’s growing ambitions at a time when US influence has been weakened by its war in Iran. China is Egypt’s largest trading partner. Chinese companies are major investors in the Suez Canal Economic Zone. Xi came to Cairo. The US Secretary of State did not. One is bombing. What the MOU Produced

The Islamabad Memorandum lasted 75 days. Iran spent them restructuring the IRGC, accelerating weapons production and appointing hardliners to its supreme security council. The war resumed on August 30 at a higher escalation level than the one at which it paused — with one new policy that did not exist before: tanker for tanker. CENTCOM struck two Iranian government tankers directly. That precedent will govern the next negotiation as a baseline that did not exist before Versailles. The 200,000

On September 2, the WFP halved food assistance in the West Bank. 200,000 people lost access to a cash transfer of approximately 50 shekels per month — less than $20. Not because Israel blocked the food. Because the money ran out. The money ran out because the US led donor governments in cutting it. The WFP needs $386 million over six months to serve two million food-insecure people in Gaza and the West Bank. That sum is less than two days of US military operations at the Iran war’s peak. He Watched His Child Born on FaceTime. He Has Never Met Her.

The USS Abraham Lincoln spent 272 days at sea — one of the longest continuous carrier deployments in modern US history. One sailor had not stepped off the ship at all in 2026. Another watched the birth of his first child on FaceTime. He had never met her. The Navy finally sent the ship home on August 20. The USS George Washington arrived to take its place. The rotation that was supposed to be indefinitely sustainable is rotating. The cost of sustaining it is on a ship sailing toward San Diego, in the form of a sailor who watched his daughter’s birth on a phone screen. She is the age of the war. Read it here

‘One Day a Decision Must Be Made’

Iran’s president stood at two public appearances in Tehran on August 23 and defended the Versailles MOU — the memorandum his Supreme Leader has declared dead. ‘One day, a decision must be made to save the country from the state of neither war nor peace,’ Pezeshkian said. His Supreme Leader’s position is different. His position is revenge. The kill list. The vow. The offensive military posture. Two men at the top of the same government are pointing in opposite directions about the same war. Armed men attacked Kenscoff — a neighbourhood in the hills above Port-au-Prince that thought geography was its protection. 47 killed, five of them children. More than 50 kidnapped. 22 executed in a church compound where they had sought shelter. A gang leader posted a video threatening to kill all hostages if any of his fighters were harmed. The mountains are no longer neutral. The UN condemned it. Guterres said in June: ‘The biggest disgrace is indifference.’ His words this week were: ‘The relentless gang attacks underscore the alarming security conditions.’ Both sentences describe the same place. The Alternative Is the Next War

Nikolay Mladenov stood before the UN Security Council and said something the United States has not said publicly about its Gaza plan: that the alternative to it is the next war. The Board of Peace’s own official criticised Israel by name at the Security Council. Hamas has agreed to disarm. Netanyahu has not agreed to withdraw. The plan requires both. One party has agreed to its most difficult provision. An Israeli airstrike damaged a food warehouse in Deir al-Balah the same day Mladenov spoke. Kushner and Netanyahu met for hours. The collapse of a glacier sent a wall of water, ice, rock and mud down the Bhotekoshi River on August 27, sweeping entire villages off the Nepal-Tibet border. More than 390 confirmed dead. More than 1,300 missing, including more than 600 foreign tourists — 90 Americans, 34 Australians, 133 Indians. No Security Council emergency session. No presidential statement. The Isolation That Requires China

Bessent announced ‘the greatest coordinated economic isolation in the history of the world’ on August 24. He sanctioned 60 entities across Hong Kong, Singapore, Malaysia, the UK, France and Greece. He did not sanction a single Chinese financial institution. Asked why: ‘Why would I want to blow up the global financial system?’ China responded within 24 hours that its cooperation with Iran should not be interfered with and that it would take all necessary measures to safeguard its interests. The isolation requires China. China has said no. Nine years ago this week, Myanmar’s military burned hundreds of Rohingya villages and killed at least 6,700 people in a single month. More than one million Rohingya are now in Cox’s Bazar on $7 food rations. Programs to support them are 19 per cent funded this year. More people are still crossing from Rakhine state. Jessica Olney, who has worked with the Rohingya for a decade, told NPR: ‘Forget about going back right now. ‘No Thanks.’ The Exercises Were Cut.

Trump called South Korean President Lee and asked if Seoul would help in the Iran war. Lee said no. Trump ordered the joint military exercises — the annual drills designed to deter a nuclear North Korea — to be substantially reduced. The logic offered: Kim Jong Un is unthreatening and respectful, so the exercises send the wrong signal. The logic withheld: Kim is unthreatening and respectful because the exercises existed. South Korea faces a nuclear-armed neighbour 50 kilometres from its capital. The rehearsal for deterring him is now smaller. The punishment for refusing to join a war in the Persian Gulf is a reduced deterrent against a threat in their own backyard. Read it here

60 Days. No Deal. The Window Closes.

The 60-day Islamabad MOU window closed on August 17 without a nuclear deal, without a Hormuz settlement and without a halt to proxy attacks. Washington said the talks were static. Tehran said the 60-day period was no longer relevant because the US had violated the MOU within weeks of signing it. Both cannot be describing the same 60 days. They are not. 800,000 Barrels. The War’s First Environmental Disaster.

A sanctioned Russian tanker navigated from Novorossiysk through Yemen’s Houthi-controlled waters and ran aground near a protected marine nature reserve off Oman. 800,000 barrels of crude oil have been leaking ever since. The spill covered 2,000 square kilometres by August 12. Oil reached 40 kilometres of Omani coastline and the Hara mangroves on Qeshm Island. No responsible party has been officially identified. Three conflicts contributed to the tanker’s journey. None has answered for where it ended. Read it here

Kim Condemned the Exercises. He Didn’t Thank Trump.

North Korean state media condemned the exercises Trump had cut four days earlier as the most immediate and open threat to Pyongyang’s security. The condemnation was standard. What was missing: any acknowledgment of the gesture. Kim’s government received a security concession from the United States president and responded by condemning what remained. North Korea has conducted two ballistic missile launches since August 6. South Korea’s deterrence rehearsal is smaller. The thank-you has not arrived and will not. Read it here

19 Months. Then an Investigation.

In February 2024, Israeli forces killed five-year-old Hind Rajab in Gaza — her voice, her final phone calls to the Red Crescent, recorded and heard around the world. In March 2025, Israeli forces fired on an ambulance in Rafah, then on other emergency vehicles that came to help, killed 15 paramedics and bulldozed them into a mass grave. On August 19, 2026 — 19 months after Hind was killed, 17 months after the paramedics were buried — the Israeli military announced its first criminal investigations into troop conduct in Gaza covering both incidents. The ICC, which has jurisdiction over exactly this conduct, is being dismantled. The investigation is internal. The court is being demolished. The Clock That Ran in Tehran

The 60-day MOU window was not symmetric. One side used it to restructure its military, expand the IRGC’s authority, accelerate missile production and prepare its proxy networks for the next phase. The other side negotiated. The clock that was supposed to be counting down to a nuclear deal revealed itself to have been counting down to something else. Iran ended the window with a hardline IRGC commander heading its supreme security council, two governments describing the same expired document in precisely opposite terms, and the new security chief promising strategic surprises. The Door the War Opened

The Iran war was launched to close the nuclear door. The piece asks what door it opened instead. MBS said it in 2018, in 2023 and again through his foreign minister in 2022: if Iran gets a nuclear weapon, Saudi Arabia will too. Those are not diplomatic signals. They are public commitments made on camera and on the record. On July 22, Trump signed a 30-year civilian nuclear cooperation agreement with Saudi Arabia that US officials say could allow domestic enrichment. The MOU expired without a nuclear settlement. A handbook implies mastery. The Routledge Handbook of Artificial Intelligence and International Relations arrives at a moment when the field has neither settled its disputes nor agreed on its methods. The review asks whether IR is genuinely renovating its theory for the AI era or applying old categories to new machines — and finds the answer is uncomfortably both. The nuclear question it was launched to settle remains unsettled. The environmental cost has arrived on an Omani coastline. The accountability it was supposed to produce — for Hind Rajab, for the paramedics, for the child on Qeshm — is being examined internally by the institution whose troops committed the acts, while the court that would apply an external standard is being taken apart. Wars do not only destroy. They also produce: new alliances, new environmental disasters, new nuclear ambitions and new facts that outlast the fighting. The world did not disappoint — unfortunately.

370,000 Bunkers. Just in Case.

The entrance to Switzerland’s largest nuclear bunker is in a children’s playground in Lucerne. Past the seesaws is a blast-proof door. Switzerland has more than 370,000 nuclear bunkers — more than any country on earth. Every citizen is guaranteed a space. The legal requirement that every new building include nuclear shelter capacity remains in force. Switzerland has been watching Europe’s wars from the outside for more than 200 years. When a country with that vantage point maintains 370,000 bunkers at tens of millions of dollars a year, it is making an institutional judgment about the world’s trajectory. The Swiss are not alarmists. They are the world’s most experienced observers of other people’s catastrophes. Read it here

Fractured Ribs. Shattered Tailbone. International Waters.

The New York Times interviewed 24 activists detained by Israel from the Global Sumud Flotilla. Six brought medical records. The records document fractured ribs, a fractured vertebra, a broken coccyx, a firearm wound and a collapsed lung. The ship was in international waters. Italian prosecutors have opened an investigation into possible offences including kidnapping and sexual assault. The court most directly relevant to the documented injuries — the ICC — is being taken apart specifically to prevent accountability for actions committed by Israel and by the United States in this conflict. Trump confirmed that purpose on camera. The medical records exist. The court that would examine them is being disassembled. Read it here

Not in Gaza. Not in the West Bank.

Netanyahu told his Cabinet: Israel rejects the 15-point document. He said he had heard people claiming he had not said this. So he said it again. No Palestinian state — not in Gaza, not in the West Bank, not Fatahstan and not Hamasstan. For thirty years, Israeli governments maintained two states as the theoretical endpoint — even when making it impossible in practice. Netanyahu has now removed the principle. ‘I Think We Will Keep It’

Trump on Tuesday: “We have total control over the Hormuz Strait. We own it.” Trump on Wednesday, Truth Social: “The U.S.A. has total control over the Strait of Hormuz. I THINK WE WILL KEEP IT!” On Tuesday the US Navy fired missiles at a civilian cargo ship attempting to transit the waterway. Rubio said in June that no country was allowed to charge tolls on an international waterway. That was existing international law. The Strait has passed through four regimes in five months: Iranian sovereign assertion, Iranian toll, American toll, American control. Freedom of navigation — the principle that launched the war — has not been restored. It has been replaced. Read it here

The Alliance the War Built

On August 7, Saudi Arabia, Turkey and Pakistan signed the Mecca Joint Defence Agreement. Any armed attack against any one of the three states shall be regarded as an attack against all. The pact combines the world’s largest oil exporter, NATO’s second-largest army and the Muslim world’s only nuclear arsenal. The war on Iran was supposed to protect the Gulf. Instead it pushed Saudi Arabia to build its own alliance, in the holy city, with a nuclear power. Turkey’s position is the most analytically striking — it called the Iran war illegal, refused its bases for American strikes, and has now signed a treaty that could bring it directly into the conflict if Iran attacks Saudi Arabia, through a collective defence mechanism that has nothing to do with NATO Article 5. The question this raises has not been asked at any press conference. Read it here

What Hamas Accepted

Hamas publicly committed to Trump’s 15-point Gaza plan. Netanyahu rejected it. The White House said nothing. This is the third formal act of Israeli defiance against American diplomatic architecture since June. Each has occurred without meaningful consequence. The ally rejected what the adversary accepted. The patron said nothing. That sequence is now on the record three times. Read it here

The State That Could

On August 11, Lebanon’s parliament abolished the death penalty — the first in the Middle East to do so. 85 people on death row went to sleep serving life sentences. The same parliament cannot enforce Israeli withdrawal from Lebanon’s south. The same state cannot prosecute anyone for the Beirut port explosion. The same government cannot fund its own hospitals. The moral ambition and the institutional failure live in the same building, expressed by different parliamentary blocs, in consecutive sessions. Amnesty International called the vote a transformation of a precarious hiatus into lasting legal protection. Read it here

Before the Explosion — Artificial Intelligence and International Politics reviewed

Valerie M. Hudson’s edited volume was published in 1991, when artificial intelligence in international relations meant expert systems and formalised decision rules. The review reads it as a time capsule — and finds that the field got the question right and the machinery entirely wrong. The most absent element in the computational IR tradition: humiliation. It is memory with a wound inside it. Formal models cannot handle it. South Asia cannot be understood without it. The field expected AI to sit inside the analysis. It did not anticipate AI sitting inside the feed. Read it here

Morocco Sat on Its Hands.

60,000 people crossed from Morocco into Ceuta in three days. 72 died in the water. Morocco’s security forces were, in journalist Ignacio Cembrero’s description, sitting on their hands since Wednesday. The EU called an emergency meeting about migration. Nobody called a meeting about Morocco. Spain said no to the war, no to the weapons ship, no to the illegal strikes. The border was the answer. Read it here

A Home on Qeshm. No Court to Say So.

The New York Times confirmed what DiploPolis reported on July 30: a precision-guided 2,000-pound Mark 84 bomb struck a family home on Qeshm Island, killing a couple and their two-year-old. The Times found no evidence of military facilities near the target site. On the same Friday Trump confirmed, on camera, that the US campaign to dismantle the ICC was specifically to defend Netanyahu. The court that would examine bombs on homes is being taken apart by the country that dropped the bomb. I had written The Child Was Two. I had not known then what the bomb was. Now I did. Dangerously Low.

US commanders called it dangerously low in White House meetings. The spokesperson said more than enough in public. Both used the same numbers. That gap — between what commanders said privately and what officials said publicly — is the sentence the piece exists to name. The THAAD is nearly four-fifths gone. The Patriot is more than half gone. Commanders are choosing which Iranian missiles to let hit empty ground to save interceptors for critical targets. Three or more years to rebuild. Eighty-One Years. The Lesson Unlearned.

I wrote this piece on the morning of August 6 knowing that by the time it was read the ceremony at Hiroshima would have already happened — the Peace Bell, the moment of silence at 8:15, the doves. The Flame of Peace has been burning since 1964. It burned on a day when the US had depleted nearly 80 per cent of its nuclear-intercepting missiles in a war launched to prevent nuclear weapons, when North Korea was building new bomb fuel facilities unobserved, when the ICC was being dismantled. The lesson drawn from 1945 is the right lesson. This week is what learning it has looked like. Read it here

Tunisia Is Dying in the Dark.

A pastry shop employee in Tunis said it felt like God had opened the gates of hell. The refrigerators had stopped. The cakes sat in the dark. Between 150 and 200 people are dead since the blackouts began on July 12 in a 50°C heatwave. The Organisation of Young Doctors counted them. The state has not confirmed or denied. The crisis fell on the fifth anniversary of Kais Saied’s coup. The West normalised him for migration cooperation. The Iran war’s energy disruption reached Tunis. He was describing a heatwave. What the State Knew — Beirut, Six Years On

Lebanon’s State Security sent the president a three-page warning fifteen days before the ammonium nitrate exploded and killed 220 people. He admitted receiving it. He took no action. Six years later, the families are still at the port with photographs of their dead. The investigation has been completed and referred to the public prosecutor. A response is expected within 60 to 90 days, according to the justice minister, speaking on the sixth anniversary. The families have been told something like this before. What is different now is that President Aoun and Prime Minister Salam are not among those the investigation is trying to reach. Whether that is enough to break six years of managed impunity — the piece tries to answer honestly, which means the answer is: not yet certain, but more possible than it has ever been. Read it here

What Iran Took from Kyiv

Trump refused Ukraine 300 Patriot interceptors at the Oval Office. The reason was Iran — the war had consumed the stockpile. Ukraine intercepted none of the incoming Russian missiles that night. 17 died in Kyiv. I wrote this piece because the connection between the two wars needed to be stated as an accounting, not a geopolitical observation. The Iran war did not only give Putin diplomatic relief. Before the meeting, Trump went on Fox News and said the quiet part out loud: Netanyahu was raising the Pickaxe Mountain threat because he wanted America to stay involved. He named the strategy. He sat with Netanyahu for more than an hour anyway. Called it productive. Iran’s answer arrived before midnight. The piece writes itself when the president does the editorial work for you. He Came to Ask for More

Admiral Brad Cooper recommended stopping the bombing campaign because it had reached the limit of its effectiveness. Netanyahu flew to Washington to argue for more of what had just been assessed as having reached its limit. Two men, two briefings, one president. I wrote this piece because the gap between what the military was saying privately and what the diplomacy was demanding publicly is the gap in which this war is being managed. Read it here

The Ceasefire That Forgot Yemen

The bilateral pause held for two nights. The Houthis struck Saudi Aramco at Jizan the same morning Iran had its first peaceful night. Iran’s Foreign Minister said there was no Iranian connection to the Houthi strikes. IRGC officers and missile equipment have been in Yemen for months. A bilateral ceasefire in a multilateral war is not a ceasefire. It is an agreement between two of the parties while everyone else continues. Read it here

Unwinnable. Profitable. Expanding.

Leon Panetta used the word on CNN. Shell used its balance sheet. Egypt’s port of Damietta started burning. Saudi Arabia told Washington that Netanyahu was pushing for escalation while Riyadh was asking for de-escalation. Three adjectives for a war on its 154th day. Prosecutor Down

The International Criminal Court voted 82 to remove Karim Khan — the first removal of a sitting ICC prosecutor in the court’s 24-year history. A judicial panel had unanimously concluded the findings against him did not establish misconduct under the relevant legal framework. The Assembly removed him anyway. Israel’s ambassador celebrated. The Netanyahu arrest warrant remains unexecuted. This is the piece I find hardest to write without pretending, because the misconduct allegations are real and serious and the political environment surrounding the removal is also real and serious and they do not resolve each other. The Fringe That Wasn’t

Israeli soldiers in southern Syria nearly struck Jewish settlers they could not distinguish from Syrian militants — the operational environment no longer permits reliable distinction between a religious incursion and an armed one. The group is called fringe. Lebanon’s deputy prime minister noted that Gush Emunim was also a small group facing obstacles when it started. Gush Emunim built the West Bank. The cabinet has approved legislation for 3,000 settler families to the Golan. No member of the Pioneers of Bashan has been charged with a crime. Read it here

Armin Krishnan argues the civilian mind is no longer collateral to conflict. It is the battlespace. I reviewed the book because its framework, built for state-to-state adversarial warfare, describes what has happened to Indian public discourse over the past decade more precisely than most books written specifically about India. Sheikh Hamad built Qatar’s entire foreign policy identity on the premise that you could talk to everyone and be trusted by everyone. I wrote this piece because he died the same morning Iran proved that premise wrong. Six countries insisted they were not parties to the war. All six took missiles anyway. The obituary and the airstrike arrived in the same news cycle, and neither one made sense without the other. Read it here

Kill List. Nuclear Offer. Sunday.

Iran published a kill list with crosshairs on Trump and Netanyahu on Saturday, and by Monday its mediators were still on the phone with Oman and Qatar. Western coverage treated this as contradiction. I wrote this piece because it is not. Iran has held vengeance and diplomacy in the same hand since 1979, and coverage that keeps being surprised by this has never taken Iranian political culture seriously enough to understand it. Rubio Said It Was Illegal. Trump Is Doing It.

Rubio stood in Abu Dhabi in June and said no country can charge a toll on an international waterway. Three weeks later his own president announced a 20 per cent toll on Hormuz cargo. I wrote this piece because the symmetry was too precise to let pass. Washington had spent months insisting Iran’s toll booth was illegal, then built its own on the same water. Read it here

Not a Principle. A Price.

Trump dropped the Hormuz toll 25 hours after announcing it, and he used Rubio’s own words to do it. I wrote this piece the same day because the reversal proved the point the toll itself had already made. Freedom of navigation was never the governing consideration, on either day. The Second Chokepoint

Reuters confirmed Thursday that Iran has told the Houthis to stand ready to close Bab el-Mandeb, and that IRGC officers already stationed in Yemen, not the Houthis themselves, control the timing. I wrote this piece because it means Iran now commands both chokepoints simultaneously, and a closure at Bab el-Mandeb would not hurt the United States nearly as much as it would hurt Europe, South Asia and East Asia. The Financial Death Penalty

The United States helped write the Rome Statute. Its negotiators were in Rome in 1998 helping draft the court that Washington ultimately refused to ratify. The principles the court embodies trace to Nuremberg, which American lawyers prosecuted. Now three of the court’s judges — from Canada, Uganda and Benin — cannot use their credit cards, cannot book travel, cannot access Amazon or Google. They sued in Manhattan last week. A judge from Benin is asking the country that built the court for the right to function as a judge. I have been writing the Nuremberg Files since March. This is the piece the series was building toward before I knew it existed. Read it here.

Inspections First. Or Never.

Vance said Iran agreed to IAEA inspections. Iran contradicted him the same day. Grossi said inspections would happen. Iran’s deputy foreign minister contradicted Grossi within hours. Trump called it the highest level nuclear inspections long into the future, with an exclamation mark and the word infinity in brackets. Iran said it had agreed to no such thing. Three contradictions in 48 hours. The 60-day clock runs regardless of the argument. Read it here.

No Longer Responsible

Daniel Núñez called his mother thirty minutes before the earthquake hit. He had just been deported from Jacksonville, Florida, where he had worked construction for almost five years. His only infractions were crossing the border without authorisation and a misdemeanour for driving without a licence. He was arrested on his way to work in May. The hotel meant to process his return collapsed on him nine hours after he arrived. The Department of Homeland Security said the flight safely reached Venezuela and that once a person is no longer in ICE custody, ICE is no longer responsible for them. The Word, When It Is Convenient

Israel’s Cabinet unanimously recognised the Armenian Genocide on June 28. The same government is contesting a genocide case at the ICJ over Gaza. CBS News noted the recognition was driven by deteriorating relations with Turkey. Sa’ar called it a moral obligation. A moral obligation does not wait for the right diplomatic moment. It does not arrive simultaneously with an ICJ genocide case and the need to rebuke Ankara. This one did. The Armenian Genocide happened. Recognising it is correct. The timing is Israel’s own statement about how it understands the word. Read it here.

While Iran Buries Its Dead

Khamenei’s coffin went on display in Tehran on Friday. He was killed on February 28. His son and successor, Mojtaba, has not been seen publicly since the same strike wounded him four months ago. He may not attend his own father’s funeral because security officials cannot guarantee his safety. Iran expects 35 million mourners across seven days and seven cities in two countries. The nuclear talks are paused until the ceremonies end on July 9. The 60-day clock is not paused. Washington is watching the crowds in Tehran for signs of what comes after. Read it here.

The Court They Built and Then Broke

This is the third piece in the Nuremberg Files. The first established the structural argument: the ICC warrant exists, the enforcement does not. The second placed Ben-Gvir against the Nuremberg defendants. This one traces the line from Robert Jackson’s closing argument in 1945 to a Manhattan federal court in 2026, where three judges are asking the country that designed the accountability architecture for the right to buy groceries. Justice Muralidhar, former Delhi High Court judge, documented genocide of Palestinian children in Geneva five days before the lawsuit was filed. The evidence he gathered goes to the ICC whose judges cannot access their bank accounts. Read it here.

What India’s Judges Saw

Justice Muralidhar was transferred from the Delhi High Court at midnight in February 2020 for questioning police inaction during the Delhi riots. He now chairs the UN Commission of Inquiry that found Israeli forces deliberately targeted Palestinian children in genocide. Justice Dalveer Bhandari, India’s representative on the ICJ since 2012, voted to halt Israel’s military operations in Gaza — twice. In February 2026, Prime Minister Modi visited Israel and elevated the relationship to Special Strategic Partnership. The Vishwaguru’s judges saw what the evidence showed. Survival Is Not Legitimacy

Carnegie and Clark have written a serious book about how international organisations survive populist pressure. The typology of institutional adaptation is analytically sharp. What the book does not ask — what it almost asks and then steps back from — is whether some of these institutions face resentment not because they failed to preserve the liberal order but because they helped build an unequal one. The Kenya protests directed anger at the IMF because the IMF shaped the fiscal conditions that made austerity the path of least resistance. The United States holds roughly 16 per cent of IMF voting power. The entire African bloc holds 6.5 per cent. An institution that learns to manage anger without listening to the history inside it may preserve its machinery. It will not recover its moral claim. Read it here.

Think Tanks Ranked by Influence: Where Policy Actually Gets Made

The most influential think tanks are not the most independent. They are the most useful to the governments and corporations that fund them. The IISS may have received nearly half its income from the Bahraini royal family during the 2010s. Qatar gave Brookings an initial $5 million to set up its Doha Center with future funding contingent on agenda review. Chatham House’s donors include BP, Chevron, ExxonMobil and Shell. None of this makes their research wrong. It makes it worth reading with specific attention to what the analysis excludes. The least-funded, most transparent institutions at the edges of the prestige rankings are often doing more genuinely independent work than the ones whose names appear at the top. Read it here.

Not Bound

The story was not that Israel violated the ceasefire. The story was that Israel never agreed to the ceasefire clause that covers Lebanon. It did not sign. It was never asked to sign. The administration that wrote the memorandum knew this when it wrote it. Forty-seven people died in Lebanon on the day the ceasefire was supposed to begin, and the legal answer to that is technically accurate: Israel did not break a promise this week, because it never made one. That is the kind of sentence that feels wrong to write and is right to publish. Read it here.

What Guterres Saw

António Guterres visited Port-au-Prince. Gangs control 90 per cent of the capital. 2,300 Haitians have been killed this year. He said indifference was the biggest disgrace. The full text of the Islamabad Memorandum is now public. CSIS — not a publication given to dramatic language — reviewed it and called it horrifically lopsided. Iran gets half of its $24 billion in frozen assets before the final negotiations even begin. The missile programme is not in the document. Neither is the proxy network. Moving Faster Than Us

The third largest Ebola outbreak in history is spreading faster than any previous one. The Bundibugyo strain has no approved vaccine and no approved treatment. The surveillance system that might have caught it earlier was defunded in March 2025. The WHO director returned from a month in the DRC and said six words that carry everything: the outbreak is moving faster than us. Munir’s Reward

JD Vance arrived at Bürgenstock and made a joke. His two most important people, he said, are an Indian and a Pakistani. The Indian is his wife. The Pakistani is Field Marshal Munir — former ISI chief, whose establishment transferred centrifuge designs to Iran in the 1990s. Trump called Pakistan nothing but lies and deceit in January 2018. Eight years later he called Munir absolutely great. What changed is not Pakistan. It is Washington’s need. Read it here.

The Islamabad Memorandum’s opening clause commits to Lebanon. Israel did not sign. Iran’s compliance depends on the clause. Washington cannot discipline Israel. The 60-day clock is running. I wrote this piece before Not Bound because the architecture of failure was visible before the specific failure occurred. One of those beliefs will shortly be tested. The other already has been. The Distraction War

Trump set a June deadline for ending Ukraine. Then launched the Iran war on February 28. The Abu Dhabi talks were cancelled three days later — the Kremlin cited the Iran war as the reason. The June deadline passed without a new date, a resumed process or an explanation. Putin waited. He is more confident of winning than he was in January. A. Wess Mitchell has written a serious book about the art of statecraft. It is largely right and incomplete in ways that matter. The framework shows you what great power diplomacy can achieve. A phone call where Washington never said the word India. A summit agenda with no room for three names. A war ended in a page and a half, at dinner, while a Pentagon report quietly named an ally a critical threat. Each time, the official language got smaller while the facts got larger.

Five Ledger pieces this week. Here is what was on my mind when I wrote each one.

Comply

Three Indian sailors died on the MT Settebello, killed by a US strike in the Gulf of Oman. Patnala Suresh was six days from coming home for his fifteenth wedding anniversary. Jaishankar called the strikes unjustified. Washington’s readout of the same phone call did not mention the dead. It mentioned compliance. I wrote this because the gap between those two readouts is the entire relationship in miniature: India registers a protest, America issues an instruction, and the architecture stays warm regardless of who is in the water. Names That Should Be in That Room

Modi met Trump at the G7 the next day. Trade and defence were on the agenda. Patnala Suresh, Aditya Sharma and Shivanand Chaurasia were not. I wrote this because a bilateral is a list of what a relationship considers worth saying out loud, and three dead citizens not making that list tells you what the relationship actually weighs. Fall of the G7

Trump announced the Iran deal on Truth Social. The G7 found out with everyone else, then applauded a memorandum of understanding none of them had read. I wrote this because in 2018 Trump called the JCPOA the worst deal ever for permitting enrichment. The 2026 MOU permits enrichment. The same man, the same complaint, solved by ignoring it. The Critical Ally

The Pentagon’s own intelligence agency rated Israel a critical counterintelligence threat, for spying on the American negotiators trying to end the war Israel wanted continued. I wrote this because Washington calls Israel a partner and its own DIA calls it a critical threat, and both statements are true in the same week, through the same channels, while intelligence sharing continued daily regardless. Shameful

Hegseth stood in Brussels and called European allies shameful for declining to join an illegal war, then announced a review of the 80,000 US troops stationed across the continent. I wrote this because Spain said, correctly, that it is a sovereign country that does not take part in illegal wars, and for saying that out loud its naval base is now under threat from the alliance it helped build. Here is what was on my mind when I wrote each one.

Not Iran. Still Netanyahu.

Trump told Netanyahu to stop. Israel struck Dahiyeh anyway, within hours of that conversation being reported. I wrote this because the gap between what Washington says in public and what Israel does in response to it has become so wide that calling it diplomacy is no longer accurate. It is theatre, and theatre has an audience that is not Iran. Read it here

Trump told the Financial Times he calls the shots, that Netanyahu does not. Hours later, Netanyahu struck Iran's petrochemical complex at Mahshahr regardless. Days before Xi Jinping arrived in Pyongyang for his first state visit in seven years, Kim Jong Un was touring a nuclear weapons factory. Twenty years of sanctions were built to isolate North Korea. What they produced instead is a leader who has made himself the most courted figure in the region, and this piece traces exactly how that happened. Read it here

The Reckoning Does Not Come

In March, the World Food Programme warned that if oil prices stayed above $100 a barrel through July, tens of millions could be pushed into acute hunger. Oil stayed above $100. This week, the WFP said the warning has become reality. Six million people across Somalia, Afghanistan and Sri Lanka, none of them near the strait, none of them with any stake in this war, are now living its consequences. Read it here

On Thursday, Trump announced a "great settlement" with Iran. Markets rallied within the hour. Hours later, Iran said no final decision had been made. I went back through the record and counted: this is the fifth time since February this exact sequence has played out, deadline, reversal, market reaction, then a gap nobody seems to be keeping score of. The United States granted visas to Iran's football team to compete in the World Cup while the United States was bombing Iran. I spent longer on this piece than almost anything else this year, three full drafts, because the obvious framing, that this is hypocrisy, turned out to be wrong. The Architecture of Powerlessness

Lebanon's prime minister was, until recently, president of the International Court of Justice. He is the most credible figure to lead a Lebanese government in a generation. Israeli bombs are still falling on Beirut. That gap is not personal failure, and tracing where it actually comes from meant going back to an agreement signed in 1989 and being honest about what it actually said. Read it here

I corresponded with Lawrence Douglas, author of The Criminal State, by email, putting questions to him about what happened to Nuremberg's promise. The ICC has issued arrest warrants for both Putin and Netanyahu. Neither has been arrested. Since 1945, nobody has been successfully prosecuted for the crime Nuremberg called the supreme international crime, and Douglas's answer to my final question was not the answer I expected. Five days. Five Ledger pieces. Two analyses. One book reviewed. The Dossier's first fellowship guide. Here is what I was thinking when I wrote each one.

Not Final. Not Determined.

Trump entered the Situation Room on Friday morning to make a final determination on the Iran deal. He listed his requirements. He emerged two hours later having decided nothing. Then sent tougher demands. I wrote this piece because final is a word the Trump administration uses the way it uses ceasefire — as a description of intent rather than outcome. Iranian state media immediately reported that Tehran and Washington are not describing the same document. They are not describing the same negotiation. A deal reached under these conditions is not an agreement between parties. It is terms presented to a country that has been bombed for three months and told to sign. Read it here

The Flag and the Castle

Israel raised its flag over Beaufort Castle in southern Lebanon. The castle has been in Lebanese territory since Israel withdrew in 2000 after 18 years of occupation. I wrote this piece because the flag is not a symbol. It is a statement about which map Israel is using. The castle is 25 kilometres inside Lebanon. The Bible Is Not a Border

Israeli ministers are quoting scripture to justify territorial expansion into Lebanon. I wrote this piece because when a government starts using religious texts as its boundary documentation, you are no longer in a territorial dispute. You are in a different kind of conversation — one where no compromise is ever going to be acceptable because the other side is arguing with God. The Bible is not a border. It never was. Make Armenia Great Again

On Sunday, Armenians vote in an election that will determine whether Nikol Pashinyan stays in power. Trump has proposed an energy corridor through Armenia — the Trump Route — connecting Central Asia to the United States. Russia wants Pashinyan gone. I wrote this piece because the election is about the same thing every small country’s election is about when great powers are watching: who gets to decide. Read it here

The New Central Asia

Kyrgyzstan won a United Nations Security Council seat this week. Russia filed a complaint about losing Central Asia’s rare earths to Washington the same fortnight. One is a celebration. The other is an admission. I wrote this piece because Russia’s complaint is the tell — a sphere of interest requires the capacity to enforce it, and Moscow no longer has that capacity. The Dream and Its Boundaries

Lawrence Douglas’s The Criminal State asks whether a state can be held criminally responsible for genocide the way an individual can be. I found the argument brilliant and its limits devastating. The book describes a legal architecture designed to hold the powerful accountable. It has never successfully done so for a permanent Security Council member. I wrote this review because the gap between what international law promises and what it delivers is the central question of this moment — and Douglas is one of the few legal scholars who looks at that gap without flinching. Five Ledger pieces. Two Analysis pieces. One Dossier. Here is what I was thinking when I wrote each one.

The Playbook. Again

Raul Castro indicted. The USS Nimitz positioned off Cuba. I have seen this before. So have you. Washington has been running the same Cuba playbook since 1959 — destabilise, isolate, apply pressure and call it democracy promotion. The indictment was not designed to produce a trial. It was designed to produce a justification. Read it here

He Signed the Treaties. Then He Bombed Kyiv.

Putin spent three days in Beijing calling his partnership with Xi a stabilising force, signing twenty agreements and quoting Chinese proverbs. Then he flew home and launched the largest bombardment of Kyiv in four years. Six hundred drones. Ninety missiles. A nuclear-capable Oreshnik missile over a city of 200,000 people. Xi told Trump that Putin may regret the invasion. Putin answered from the air. The stabilising force stabilised nothing. Read it here

They Were at the Table. Washington Struck Anyway.

Iran’s Foreign Minister and Parliament Speaker landed in Doha for the most substantive peace talks since the ceasefire. Hours later CENTCOM announced strikes on southern Iran and called it self-defence. Trump posted that negotiations were proceeding nicely. There is a word for a negotiation in which one party bombs the other mid-session. It is not diplomacy. Read it here

200 Dead. No Names. No Evidence. No Trial.

Jhonny Sebastian Palacios is a fisherman from Manta, Ecuador. He does not go to sea anymore. Since September 2025, US forces have killed nearly 200 people in more than 50 strikes across the Eastern Pacific and Caribbean. Not one victim publicly named. Not one piece of evidence presented in court. Ecuador’s president was asked about his own citizens being killed. He questioned their motivations. He is a close Trump ally. Read it here

Blow Them Up

Oman brokered the JCPOA back channel. Oman facilitated the 2023 hostage exchange. Oman hosted the last diplomatic contact between Washington and Tehran before the bombs fell on February 28. Trump’s reward was eleven words at a cabinet meeting — Oman will behave just like everybody else, or we will have to blow them up. The mediator has been threatened. The strait remains closed. From India Examined — India spent twelve years performing its arrival as Vishwaguru — Sanskrit for teacher of the world. Operation Sindoor revealed the gap. The Melody moment confirmed it. Retail investors bought the wrong Parle. The ceasefire was announced in Washington. Pakistan’s army chief sat in the Oval Office. At home the performance played to a full house. Refugees the West Made

The displacement crisis Western governments call a refugee problem did not begin in Baghdad in 2003, or Kabul in 2001, or Tripoli in 2011. It began in Berlin in 1884, when fourteen European powers divided a continent without consulting a single African. It ran through the Nakba, the Cold War proxy wars, the War on Terror and the climate crisis the West created. The bill has been presented many times by the people paying it. The West has never paid. The G2 Settlement — What Washington Called a War, Beijing Called a Bargain

Trump flew home from Beijing weighing whether to lift sanctions on Chinese companies buying Iranian oil. The country being bombed will fund the relationship being repaired. Washington launched a war in the name of regional security and left Beijing prepared to waive the sanctions it imposed three months ago in the name of bilateral stability. The principle was never the principle. The principle was the calculation. The Global South was not collateral damage in this war. It was the currency. Read it here

Ceasefire That Keeps Killing

Israel killed Hamas’s last senior military commander in a residential building in Gaza under an active ceasefire. 850 Palestinians dead since October. Strikes up 35 per cent since the Iran war paused. The word ceasefire has been doing a great deal of work in Gaza — covering a reality that would look considerably worse if described accurately. Occupation Has a Peace Plan

Trump’s Board of Peace called Hamas the obstacle to peace while Israel controlled 60 per cent of Gaza and killed daily. A framework requiring one side to disarm while the other expands is not a peace process. It is a surrender document dressed in diplomatic language. The occupation has a peace plan. The occupied are being asked to fund it. Read it here

Putin Won the War. Xi Won Putin.

Putin went to war for Russian sovereignty. He flew to Beijing this week hoping Xi will finalise a gas pipeline that replaces the European market Russia destroyed by invading Ukraine. The man who launched a war to free Russia from Western dependency is now negotiating from the weakest possible position with the one power that can bail him out. The act of independence produced the most comprehensive dependency in Russian history. Read it here

Bombed. Now Billing.

The United States went to war to break Iran. Three months later Iran is charging $2 million per ship through the Strait of Hormuz, in Chinese yuan, and J.P. Morgan calculates it could earn $90 billion a year from the toll. The bombing did not break Iran’s leverage over the strait. It formalised it. Gave it a price. And put it in a currency Washington cannot sanction. Read it here

From The Dossier This Week — The 20 Best Masters Programmes in International Relations

This week DiploPolis also published the most comprehensive guide to IR Masters programmes available from a Global South perspective. Twenty programmes. Three major polls aggregated. Every tuition figure verified from primary sources. Every assessment argued rather than merely listed.

The uncomfortable question that opens the piece: these frameworks were built by whom, for whom, and to explain whose world? A student from the Global South can spend $120,000 acquiring expertise in frameworks designed to explain a world in which their country was the object of great power competition, not an actor in it. That is not an argument against these institutions. Some of them are genuinely excellent. It is an argument for knowing what you are choosing and why.

Three facts most guides miss entirely. Princeton fully funds every admitted student — no separate application, no loan, full tuition plus a living stipend for every person they admit. Sciences Po charges one third of what Georgetown costs and one in three of its students pays zero fees. The Geneva Graduate Institute places you walking distance from the UN, the WTO and the WHO at a fraction of American tuition — the best career-to-cost ratio on the list.

For the past five days I wrote every morning knowing something bigger was coming. Here is what I was thinking.

Ask China

Bessent called China a funder of terrorism for buying Iranian oil. Then asked China to use those ties to reopen the Strait of Hormuz. In the same interview. I wrote this piece on Monday because the contradiction was so complete it needed to be named before it disappeared into the diplomatic noise. Washington built this crisis on the premise that China’s relationship with Iran was the problem. It is now flying to Beijing to ask China to use that relationship to solve the crisis. The sanctions and the summit are the same sentence. Read it here

Xi Only Has to Not Lose

Before Trump landed in Beijing I wanted to establish the terms of the visit as clearly as possible. Trump arrived carrying a war he cannot finish, a strait he cannot reopen and a request that requires the cooperation of the country he spent four years trying to weaken. Xi arrived on home soil, confident and unhurried. A supplicant and a sovereign walked into the same room. The power dynamic was visible before a single word was exchanged. Read it here

Pick a Side

Mike Huckabee walked into a conference in Tel Aviv and announced, publicly, that Israel had deployed Iron Dome batteries and military personnel to the UAE. He was not on the programme to make that announcement. He made it anyway — as a recruitment pitch. The Abraham Accords were sold as a peace deal. What Huckabee confirmed on Tuesday is that they were always a security architecture. The UAE signed to secure its future. It now has Israeli soldiers on its soil and Iranian missiles in its skies. Nobody asked Abu Dhabi whether this was the deal they thought they were making. Read it here

Country Builder Comes to Beijing

As Trump’s plane touched down in Beijing, Chinese social media was trending with his nickname: Chuan Jianguo — the Country Builder. The implication is sardonic and precise. His tariffs drove China toward self-sufficiency. His isolationism pushed China’s partners toward Beijing. His war closed the strait and forced every government in the world to recalibrate its relationship with Washington. He did not build America stronger. He built China more resilient. Then he flew to Beijing to ask for a favour from the country his policies had strengthened. The nickname arrived before he did. Read it here

The Thucydides Question

Xi asked Trump whether two great powers could rewrite the rules of history and avoid the Thucydides Trap — the structural tendency toward conflict between a rising and an established power. It was not really a question. A rising power that invokes Thucydides is not asking whether conflict can be avoided. It is telling the other side that the transition is already underway and asking whether it has noticed. Trump said China was beautiful. One of those answers will define the century. Read it here

Terminated: The War That Ended Without Ending

Trump invoked the War Powers Act to declare the Iran conflict terminated. I wrote this piece on Sunday because I needed to sit with what that actually means — using the legal mechanism designed to end wars as a tool to sustain one. The war is over on paper. The naval blockade continues. The nuclear question is unresolved. The War Powers Resolution was passed in 1973 to prevent presidents from conducting indefinite military operations without congressional authorisation. Trump has turned it into a filing. Read it here

European Waters, Israeli Rules

An Israeli naval vessel intercepted a European-flagged aid ship in international waters. No legal basis. Conducted anyway. Pope Leo called for peace on Tuesday. Trump announced a deal. Strikes on Iranian civilian infrastructure continued through the night. I have been thinking about moral vocabulary — about what it means when prayers and bombs arrive at the same moment and neither interrupts the other. One year ago, India launched Operation Sindoor. I spent three days trying to write this piece correctly — getting the argument right, not just the facts. The anger I felt was simple: India sent 59 parliamentarians to 32 countries, mounted the most ambitious diplomatic outreach in a generation, and came home with nothing. Trump claimed credit for the ceasefire 80 times. Modi never contradicted him once. Pakistan’s army chief became the Gulf’s most indispensable diplomat. Jonathan Pollard kissed the tarmac in Tel Aviv in 2020. Netanyahu was waiting. This week he announced he is running for the Knesset. He served 30 years in American prison for selling the United States’ most classified secrets to Israel. Israel gave him citizenship while he was still in prison, lobbied for his release for three decades and sent the prime minister to the airport when he landed. Nobody in Washington said a word then. The Bet That Didn’t Pay Off

The attack on Bamako was the kind of event that gets a paragraph in the international press before the algorithm moves on. I did not want to let it move on. Mali’s junta made a calculation when it expelled the French and invited the Russians: that Wagner would provide security without the political conditions the West attached. What Bamako got instead was a different kind of dependency, and this week it became clear that dependency does not protect you from the thing you were afraid of, it just changes who is watching while it happens. I have been thinking about NATO for a while, specifically about the language used to describe what Trump is doing to it, and I kept arriving at the same discomfort: the word ‘alliance’ implies something voluntary. What I was watching did not look voluntary. It looked like a protection arrangement with a variable premium, and this week provided the clearest illustration yet of the difference between the two. The piece was not really about Trump. It was about what an alliance becomes when the dominant power decides coercion is a legitimate tool of coalition management. What changed this week was that Tehran stopped treating it as an implicit threat and started using it as an explicit one, and the world discovered that the oil markets had not fully priced in what ‘explicit’ means. Negotiation and the Threat

The Cuba piece made me angrier than most things I write, which is why I tried to write it calmly. Washington issued demands to Havana under conditions that make the word ‘negotiation’ nearly meaningless, and then described the process as diplomacy. I know what diplomacy looks like. It does not look like this. It looks like two parties who can each walk away. Cuba cannot walk away. This was the hardest piece to write, not because the argument is complicated but because the reality it describes is so normalised that naming it feels almost impolite in certain circles. Israel is annexing the West Bank. Not incrementally, not ambiguously, not in ways that require careful legal interpretation: it is doing it in plain sight, with road signs and administrative transfers and the quiet confidence of a government that has concluded the international community will document the process without interrupting it. Pause Without Peace: How the US-Iran Ceasefire Was Built to Fail

The analysis piece this week took longer than the Ledger pieces because the argument required more scaffolding. A ceasefire is not peace, and this one was not even a well-constructed ceasefire. I wanted to go beyond the daily dispatches and examine the structural reasons why this particular pause was unlikely to hold: the gap between what Washington agreed to and what Tel Aviv accepted, the unresolved questions about enrichment that both sides deliberately left ambiguous, and the fundamental problem that the parties who most needed to be in the room were represented by governments who could not afford to say publicly what they wanted privately. The Blockade Is the War

Iran did the one thing Washington demanded as the price of peace. It opened the Strait of Hormuz. Within 24 hours it closed it again — not because it changed its mind, but because a naval blockade that Washington’s own military described as completely halting Iran’s seaborne trade made compliance meaningless. I kept returning to one question while writing this: what is the word for a peace agreement whose terms cannot be met because one party is simultaneously destroying the other’s capacity to meet them? The word is not diplomacy. The ceasefire did not fail. It was never meant to succeed. Read it here

The Black Sea Just Got Complicated

While Brussels spent the week congratulating itself on the containment of Viktor Orbán, Rumen Radev secured 44.7 per cent of the vote in Bulgaria on a platform of resuming Russian gas flows and opposing arms for Ukraine. TurkStream — now the only pipeline through which Russia directly supplies Europe — enters the EU at the Turkish–Bulgarian border. American bombers rotate just 200 miles from Crimea at Bezmer Air Base. Radev has already described the Ukraine security agreement signed by his predecessor as a risk to national security. Moscow did not lose a veto point inside the European Union. It exchanged one for another. The new one sits on the Black Sea. Brussels has yet to notice. Read it here

Japan Chose Its Lesson

Eighty years ago, Japan was bombed into pacifism. On Tuesday, it voted its way out. The argument here is not complicated. It is simple. Writing it was the harder part. The difficulty is not the argument, but what follows from it. Japan looked at Tehran’s ruins and drew its own conclusions. The conclusions are not wrong. But the country that survived Hiroshima and Nagasaki, that wrote pacifism into its constitution as an act of civilisational conscience, has decided that the lesson of 1945 was not the horror of war. It was the horror of losing one. That is the lesson the Iran war is teaching every government that can afford to buy it. Japan just decided it would rather sell. Read it here

Until Such Time As

On Tuesday, Trump announced the United States would extend the ceasefire with Iran indefinitely, ‘until such time as’ Tehran submits a unified proposal. No date. No deadline. No condition that can actually be met while the blockade is in place and the strikes continue. I wrote this piece to make that architecture visible. This is not drift. Wars drift when the people fighting them grow tired or run out of money. This war is not drifting. The targets are listed. The industries are mapped. The language of permanent degradation is now official. What is called a ceasefire is a war deciding how long to pause before it resumes. Read it here

The Right Words, the Wrong Room

Pope Leo XIV stood before Teodoro Obiang Nguema Mbasogo in Malabo and delivered the most honest speech about Africa’s resource curse that anyone gave anywhere this year. Natural resource extraction drives war, violates international law and denies nations the right to determine their own future. He was correct. He was also standing in the room where the model is demonstrated most faithfully — a country with the highest GDP per capita in sub-Saharan Africa where more than half the population lives in poverty, governed by a man who has been in power for 47 years, whose son was convicted of embezzlement in France and is still vice president. Moral clarity, when it arrives as a guest, becomes testimony rather than indictment. Obiang received it with the composure of a man who has heard worse. He is still there. Read it here

So this week was about a war with no endpoint, a flank that shifted without a shot, a pacifist nation choosing a different lesson, a ceasefire designed not to hold, and the most honest speech of the year delivered in the least honest room. More than enough to remind us why this publication exists.
